PRINCIPAL ATTORNEY

Arnold J. Abraham, Esq.

Abraham served as a senior executive level civilian official in the Department of Defense, Department of Homeland Security, and Office of the Director of National Intelligence. He has over 30 years of experience specializing in national security, homeland security, cyber security, and intelligence.  

As Associate Director of Intelligence for United States Cyber Command, Abraham ran analytic efforts to characterize cyber threats within the epicenter of our nation’s cyber infrastructure. He has been one of the thought-leaders in the field of cyber warfare since the late 1990's and was recognized by the Central Intelligence Agency with the National Intelligence Medal of Achievement for his groundbreaking work.  In the aftermath of the 9/11 attacks, Abraham helped stand-up the Department of Homeland Security, where he worked closely with the Federal Bureau of Investigation to strengthen linkages between the Intelligence Community, the Private Sector, and State and Local Law Enforcement authorities.  Abraham is a retired Air Force Reserve Lieutenant Colonel who completed combat zone deployments during Operation Desert Storm and in Mogadishu, Somalia. He lived abroad for eight years and traveled to over 50 countries.  

Abraham has been trained in Mediation and Arbitration locally and internationally.  He has completed executive leadership programs at the Harvard Kennedy School and the Kellogg School of Management.  He was a founding member of the Cyber Conflict Studies Association and taught an undergraduate level course in Cyber Warfare for five years as an Adjunct Professor for American Public University.

Jack Thomas Tomarchio, Esq.

Mr. Tomarchio advises companies, law firms, financial services firms, federal contractors and government organizations on trends and changes in geopolitical markets and issues affecting international security. An experienced litigator, he has also defended government contractors in jeopardy of losing their security clearances in Security Clearance Revocation Proceedings before the Directorate of Industrial Security Clearance Review (DISCR).

In 2005 he was appointed by the President as the Department of Homeland Security’s Principal Deputy Under Secretary for Intelligence and Analysis, where he was responsible for partnership with state and local governments to build a domestic intelligence sharing network. Previously he was a partner at the national law firm of Buchanan Ingersoll & Rooney, where he was co-chair of the firm’s Cyber Security Practice Group and a member of the firm’s government relations department and national security law group.

He has served on five corporate boards and has extensive experience in corporate governance and operational oversight of senior management and C-Suite executives. He is a frequent television commentator, writer and speaker on national security issues, and has testified before both houses of Congress. Mr. Tomarchio is an active speaker and has lectured on international security and geopolitical issues in Europe, the Middle East and Asia.

Mr. Tomarchio is a retired Army Colonel who began his career as a judge advocate and paratrooper in the Army’s 82d Airborne Division. He is admitted to practice law in the District of Columbia and the Commonwealth of Pennsylvania.

Jonathan A. Dueker, Esq.

Duecker is experienced in providing counterterrorism, intelligence, security, and critical infrastructure protection counsel and training to a wide variety of clients ranging from the United States House of Representatives to the government of the United Arab Emirates in Abu Dhabi.

Duecker has served in nationally prominent roles including Director of Homeland Security for the Commonwealth of Pennsylvania, the Assistant Commissioner (Counterterrorism) of the New York City Police Department (NYPD), and the Senior Counterterrorism Advisor for the Committee on Homeland Security in the US House of Representatives.  He is a graduate of the US Naval Academy and the University of Wisconsin Law School and is a member of the Wisconsin Bar.

Duecker was a Special Agent in Drug Enforcement Administration (DEA) and is a retired Navy Commander who flew electronic countermeasures missions from several fleet aircraft carriers.

Christopher L. Stevens

Stevens is the publisher of the “Privacy Legion” Newsletter and has over thirty-five years working in the private and public sector.

Stevens possesses all seven of the International Association of Privacy Professionals’ (IAPP) certifications. He is an IAPP Fellow of Information Privacy, a member of the IAPP Privacy Faculty, and he served for two years as an IAPP Baltimore, MD Knowledge Net Chapter Co-Chairperson. He is an American Health Information Management Association “Certified in Healthcare Privacy and Security” professional. He is a Healthcare Compliance Association “Certified Healthcare Privacy Compliance” professional.

Stevens possesses several graduate and undergraduate degrees as well as the Loyola University-Chicago School of Law’s “Certificate in Privacy Law” program requirements. He is an ISACA “Certified in Risk and Information Security Controls” professional. He is an ISACA “Certified Data Privacy Solutions Engineer.” He has consulted for several private sector and public sector organizations. He recently concluded assisting the US House of Representatives in maturing its privacy program.
